If you want to customize the whole thing from top to bottom, then yes - experience helps. Customizing usually means a bit of digging through CSS and PHP/ASP files, and that's where the you'll need that experience - to avoid being completely overwhelmed. Trust me, it's a ton of code (but it all starts making sense after a while).
<a href='http://www.invisionboard.com/' target='_blank'>Invision</a>, for example (<i>what the NS forums are using</i>), is very easy to install and get going. You might want to install it on your own computer first, however. You'll want to play around with the Admin CP for at least a few days before putting your message board up on a web host.
I'm not sure how easy/difficult other forum packages would be - I've only used Invision so far, and it does everything I expect (and the upcoming features in v1.2 are <i>very</i> nice!!). If you decide to go with Invision, you can PM/email me with any questions you might have with the installation/administration steps.
