I saw this in the latest changelog.

I would just like to put a few things forward.
Is it possible to make this a server variable, or to make 'auth'ed admins immune to the block?
I ask because when admin'ing servers you sometimes need to hear the voice comms, to monitor for abuse, spamming and sea shanties... especially on publics.
Given that you will still be unable to join a team with more players than the other this would make it difficult to discover this abuse when you join, or to gather evidence of it happening, as you may not be able to join the team with the offender at all, and you can't always trust the players to get evidence for you.

Anyway... half-life i believe is only setup for team voicecomm only, or "sv_alltalk 1" where everyone hears everyone else
