Radeon 9700 Pro Help

<div class="IPBDescription">I'm going mad...</div> I have a little problem, not big but still incredibly annoying.
My system specs is:
AMD Athlon XP 2000+
512 Mb 333 mhz DDr-ram
Sapphire Radeon 9700 Pro
And I can't hold 100 fps.
When looking to a marine base with a few people in it, I get about 60 fps.
With some action going on, it's about 40, sometimes around 30.
It's incredibly annoying, because I can't think about playing with vsync, and no nice graphics-effects.
I think that with my system, you could expect some graphics extravaganza.
I play in 1024*768, 32bit (doesn't really makes difference if I play in 16bit), vsync off, no antialias or anisotropic filtering, TRUFORM off, with it on, it goes unplayable.
It works very nice with other games, with nice fps, but on all Half-Life mods it's low.
I have Catalyst 3.4, made no difference to 3.1.
Win2K with service pack 3.
Up to date drivers to the mainboard and soundcard.
I defragged the discs this morning, no change.
I have also tweaked around a bit in BIOS with no luck.
I'm running out of options, I don't really have a clue of what it can be.
Is this common with Radeon 9700's? Should I just get used to it?
