Graphics Messed Up Since Re-install

First: I have browsed the webbed articles and the tech forum, but I suck at this stuff, and I am definatley not able to find an answer to my problem in a 7 page tweaking guide, because I simply don't know what my problem is, and therefore don't know what the solution might be <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif'><!--endemo-->

system stats:
512 DDR 333Mhz
2100xp+ AMD Athlon
Geforce 4 TI4400 128 mb
120 GB IBM HD

Seems enough to run NS descently doesn't it?

Well, I re-installed NS a while ago, because my HL directory was very messy, so I threw it all away, and re-installed HL, upgraded it to 1.1.1.0, and then installed NS 1.0

before the re-install my weapons menu was buggy, as in it didn't appear when I pressed change weapon, etc.

My graphics were fine, nice and bright so I can see everything on the map, and I didn't experience any problems or difficulties.

But now it doesn't work as it should anymore
when I turn from the left to the right, you see the screen divided in thick bars, say like 10 horizontally, and it's a bit shifty. So i.e. the top of the screen gets to the right before the lower half does. It's very briefly, but very annoying.
Furthermore, when there is alot of action in the game, i.e. a big rush, it starts freezing up. One time I jumped down from a vent onto a marine in CC hive, I froze mid-air, I heard a chomping sound, and I stood on the floor suddenly with a dead rine next to me and a kill in my name.

Net_graph 1 command tells me my fps is 70 average while doing nothing out of the ordinary.
I just made a home based server, ran sv_cheat 1, got myself a jetty, and it was horrible. my fps sank to 50-40 when I was in the air. And it all seems as if my comp is having alot of trouble dealing with the animations, it's all a bit sluggish in combats and with a jp. And not to forget the "shifty" lines I mentioned before.

I run NS in 1024*700somethingish, you know the basic resolution that starts with 1024*###.
I mean I don't know if anyone would be happy with this kind of gameplay/appearance, but compared to how my game ran before, this is totally <<< insert random swear word of choice here >>>

Now I haven't made any changes whatsoever to my system except re-install HLand NS
The drivers are the same, windows is the same etc
I am NOT running Kazaa <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->

however, when my computer is idle, i.e. windows desktop and I go to the task manager menu, and see what
processes are running, I can see I have a bucketload of cmd.exes and net.exes running. Is that ok, or is that bad? <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif'><!--endemo-->

I am higly de-intellectual when it comes to this sort of stuff... so explain patiently and clearly <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->

I just don't get it, first it worked but it was buggy, and now the weapons menu and stuff works again but apparantly my pc is having problems with producing a smooth looking game <!--emo&:(--><img src='http://www.unknownworlds.com/forums/html/emoticons/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif'><!--endemo-->

    Make sure you're not running in software mode:

    Start NS
    Config
    Video
    Video Modes

    If it's set to software, change it to opengl.

    Software basically means you're not using your video card at all, and HL is using the main processor to produce the graphics.

    Don't know what else it could be....

    1). What version of Nvidia drivers are you running? Since I purchased my ATI card I haven't been following Nvidia's driver releases, but I know that some people have had issues with some of the newer versions. You might need to try an older version and see if that helps.

    2). Clean up your system. Run <a href='http://www.spybot.info' target='_blank'>Spybot</a> to remove spyware, run a virus scan on your system, and run a trojan scan as well (Anti-Trojan v5.5 is a good choice). If you download a lot of stuff, then you need to be careful and run these checks regularly.

    3). Since you are running W2K/XP, get <a href='http://www.pagehosting.co.uk/rf/' target='_blank'>RefreshForce</a>. Make sure your monitor driver is loaded correctly before running it. RefreshForce will fix the 60Hz bug in W2K/XP while playing OpenGL games. This is especially important if you turn Vsync OFF.

    4). Cmd.exe is the DOS-like command prompt. I'm not sure why your system would be running all those command prompts. In Task Manager, click the Performance tab. When your system is idle, how much work is your CPU doing? CPU usage should be very low.

    5). Make sure your Half-Life Internet settings are set correctly for your type of connection (rate and cmd* commands).
