Ping Increase/fps Query

<div class="IPBDescription">Some Bad Advice...</div> Alright, on servers where everyone's ping is around 40-100, my ping is usually second highest or somewhere around there. Just a few days ago, someone gave me advice to "7w33k 0u7 50m3 "elite" n37 53771ng5" with disastrous results. He gave me a bunch of network console tweaks that work for him but nearly DOUBLED my ping on all servers (assuming someone isn't riding my DSL other than me). Therefore, I would like to know all the default net values for a 1.5Mbps DSL connection so I can get back from 130ms to 40ms. Thanks.

Also, since I'm rightfully (I hope) paranoid that I'm not getting the most power out of my hardware as possible without warping the space/time/dimension due to a messy software environment, I would like to know how you think my system should be performing with the settings and hardware I use.

Settings: 1024x768x32, 4x FSAA, Vsync, Cheating-Death, HLamp (last two just in case I don't know something about them)
Ware: 1.2Ghz Athalon 200Mhz FSB, 384MB SDRAM, GeForce 4 Ti 4600 128MB 4x AGP (VisionTek), Windows XP

In environments with up to 3 players/entities everything stays maxed out at about 60fps, and combat stays pretty smooth unless I'm viewing it from a high perch. That's where the supposed problem is, let me give you an example. I was playing ns_hera 5v5 or 6v6 and we Marines were reloacted to Holoroom. Fades were attacking from all angles and we have JP'ers and Heavies duking it out down there. I flew up to get a better view, and nearly had a heart attack when I saw my fps drop down to 20 on a 7 year old engine. This seems to happen more often around the Marine base, where my fps stays around 40 from all the buildings and phase particles. Anyways, just wanted to ask you guys whether the performance is in line with my system specs and settings. Because no one wants to have a preventable loss of hardware power on their hands due to the software environment... Right? Right.
