Some ideas that come through there havent even been thought out completely, Or they havent taken into account the HL engine limits. I do however see the occasional GOOD idea, that is really worth implementing.

After a few weeks of reading suggestions and then reading the same "the HL engine is 7 years old!!" and "that simply can't be done, ya n00b!!" responses a few dozen times, most people learn the limits well enough to prevent themselves from making dumb suggestions.
Also, I've noticed that many of the suggestions that are well outside the engine limits or are simply on the "<i>there's <b>no way</b> that's going in this game!!!</i>" list are made by users who created an account that day, and probably have a post count of less than 5. Sadly, the pinned topics (and the forum FAQ's) simply don't seem to attract their attention.
Unfortunately, no. There are 'rules' that can be set for each individual forum, but they're not 'automatically enforced' rules. It's basically just a text message near the top of the screen.
As far as I'm aware, there's no real way to <i>force</i> someone to read the FAQ's beforehand. It can be strongly encouraged, but that's about as far as it goes. The software doesn't appear to have that functionality (yet).
<i><u>note</u>: I'm currently configuring a personal message board using invision (same as here), so I know a little about the administrator stuff</i>

i like offtopic too.... I would have to say the best forum is the models and skins forum. people who post there give positive feedback, and are very receptive to new modelers and their attempts at modeling.
Im afraid that there isnt much anyone can do about the suggestion and ideas forum... If the admins get rid of it the stupidity will spill out into general.

Oh, then there's the Fan-Fiction forum which doesn't get much action so it's safe, too.
Artwork forum is sorta safe....

I look in the Models and Skins forum and while it is true that the popular models and skins are from AvP (and perhaps StarCraft, once they are finished), I do respect what they do.
