but, I dont do 8-bit art, so I couldnt say for sure
1. Draw the basic shape of the person.
2. Draw the bodily outline, and define the areas to be filled in with colour.
3. Pick a middle shade of the colour for each area.
4. Shade using one lighter and one darker version of the colour (sometimes more if I get tired <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo--> )
5. Finishing touches.
For example, when I drew a picture of our beloved coil dancing.
It has standard brush/airbrush/eraser/clone tools, layers with masking (layers can be burn/multiple/add/subtract/etc), blur/soften/guassian/median/despeckle, HSL colorspace controls, highlight/midtone/shadow controls, brightness/contrast/gamma/histogram controls, standard effects library, and even a few cool things like JPG artifact reduction. The only real drawback is that it isn't named Adobe Photoshop, which is "The Standard."
As for 8/16bit, PSP also has good tools for 32/24bit reduction to 8 or 16 bit, or even arbitrary bit (13bit, 22bit, etc). Basically you work in 24bit, then reduce to 8bit using median or error diffusion (there are a large number of tweaks). You can rearrange the palette from there. You can also just open an existing palette you have saved into a 24bit image and it automatically does a best fit using median or error diffusion. It's usually best to let it make a custom palette for each time you export.
Nothing to do with art or sugestions....
