Make sure it is uploaded to a webspace whose provider allowes image hosting/sharing/etc. Places like geocities or tripod don't.
If you search the forums a bit, I know that there are some tricks discussed on how to trick the sites to allow you to do this.. something like renaming the image with a "txt" extension or something.
Actually, anywhere on the internet the part after the .com/.net/.org/.whatever is case-sensitive. That's why everything should always be made in lower-case.
...and the tricking of the freesites does not apply to avatars.
