In Halflife you actualy don't have the option to start a non-dedicated internetserver, but only non-dedicated lan-servers.
The only diffrence between a lan server & a internet server is that the lan server does a braodcast (that's why you see it in LAN-Servers) and the lan server has no masterserver communication (your server wont be in the list you get ingame searching for internetserver).

To start a dedicated lan server, you have go give the server 2 variables ... "sv_lan 1" (enables broadcasting) and "nomaster" (disables masterserver communication). I think these are also set by default when you start a non-dedicated. So you need to change 'em.
After starting a game, open the console and type "sv_lan 0" and "nomaster 0". (I'm not sure, if nomaster 0 works, but give it a try)

    Hope that helps.
