Marine Bait...
A lot of commanders complain about their newb marines and how they load up to full ammo even when a heavily contested area is about to be lost and the comm is screaming "GO THRU THE PHASE YOU MORONS!"
These commanders are absolutely correct. Being the super genius that I am, I came up with this idea the other day on a pub. Once I had established the main base fairly well and had taken a second hive, I placed another armory in the new base, and recycled the old one in marine start. After the panicked raving of the newbs had quieted down, they began to realize that moving out of base meant that they would get ammo. This leads me to the conclusion that marines, like all simple mammals, desire ammo (food) above most other things.
Interesting things came from this realization. Want your troops to group up and head out? Give them a breadcrumb trail of ammo packs leading out of base in the direction of your waypoint. Some blundering dunderhead about to spoil a perfectly good sneak operation by wandering over into a room with an alien res node and start blasting it? Lure him away with an ammo pack. The applications are endless, and hilarious. Watch marines with full ammo race each other to get a stray ammo box that you drop. Make the fools run in circles by dropping ammo in the desired path. its almost TOO fun...
Seriously though, ammo is a very good motivational tool. Marines are simple creatures, and because of this they can be manipulated with simple gifts. Have fun commanders, and dont waste too much res on ammo packs!
Feel free to post all of your esoteric commanding strategies here, I want to see some of the other creative stuff that people have thought up.

What I want is a big hand to slap marines with. And be able to pick marines up and drop them where they need to work. They should get a bonus to their ability to build when I do this as well.

And it works perfectly, too!
I remember the third (or something) post on this forum after it was created, by Kid: "The Marines Zerg." he suggested recycling the armory, as you said. I thought it was interesting how "zerg" became a verb.
Seriosly though, i have used this to great extent. Good idea, im one of the few that will run into the phase with minimal ammo in a desperate attmpt to hold ground.
I'm actually starting to code a plug-in that will let the commander build a giant crane which he can pick up marines with and drop them in the right place. Also he can drop lead boots that are disguised as ammo packs so when the marine aquires them they cannot walk. So the commander is free to swing them around the map until he finds a good place for them.
The commander can be good, but he can't see where the aliens are in the map. He doesn't know what enemies are standing around outside of base, waiting for marines to walk by. Only the marines do. So giving ammo or health only to those who listen to the commander is not a good tactic.
There have been many times where the commander is ordering us all to our deaths to protect the base, but it's the lone ramboing player who saves us all by moving to an unnoccupied spot to set down a new comm chair. Listening to the commander without thinking may 'work' in the army, but not here - sometimes running off alone is the best thing one can do, whining commander or not.
w00t! Someone else who plays Dungeon Keeper!

Also try to give the appropriate things.
Once I had only a welder left and was getting 10 health-paks instead of 1 muni
And anyway, if i go kill a fade i run with 50/50 and 10/10 and try to set some Priorities here!
omg, who wants to die with 50/250 and 30/30
