You can use it when your supressing the marines in their base (as you can continually keep the pressure on and stop them escaping).
You can definatly use it when taking down an expansion at range (although you may want to use carapice and blink in then hammer one turret then hide behind the TF)
Basically I prefer regen as I use fades to apply constant presure to the marines and stop them leaving their base.
I personally like Defense Chambers right off the bat, as a skulk and a gorge. As a skulk you're so much more effective even with 1 or 2 levels of Carapace, it's silly not to do it. When I gorge (rarely) I always throw Defense Chambers under the Hive to heal it up so that Marine rush can't have a paticularly easy time.
You might not get your Hive up as fast, but your skulks sure do last longer. This makes it easier for them to defend the hive, and you, the gorge.
