[Below Zero] Power recharge rate

There seems to be a bug with power recharge rate in BZ with Thermal Power Plants. I have seven of them reading 92C each, connected via power transmitters, producing 10.6 units/sec, but it only recharges at the rate for maybe two of them, thus a drain of only 3 units/sec - running just the scanner room, for instance, plus the -0.5 for general operation - causes the base to lose power.

Reproduce: Build multiple (3+) thermal plants and connect them to a base with a control room, then run a drain and look at power input vs recharge rate.
