radio tower - broken storyline?

So I repaired the radio tower, got conversation with Sam but nothing about the exchange rockets. Then I went so sanctuary, got the alien in my head and now what? Maintenance request icon is still active and the tower is broken again! I can activate the rocket, but nobody told me nothing about it yet... From what I read on reddit the tower is bugged and is always broken even after repair, but is my game broken now or not and I just need to find some place to make Sam contact me again and tell me about the rocket?
