SN:BZ Seatruck module missing from build menu

I completed the scans for the Seatruck Planter Module and it shows as complete in the PDA with a placeholder icon and the ingredients show up on mouse-hover. However, when I climb on the Mobile Vehicle Bay it does not show up as a buildable item. This is very frustrating as I want to test it out with marblemelons I found.
