Databank not working

I loaded a saved game after not playing for a while and the only indigenous lifeform listed in the databank is the bladderfish. All the others disappeared. And when I scan things it doesn't add anything to the databank.
I tried starting a new game, and it still has the same problem. When I start a new game, initially it won't add any indigenous lifeforms to the databank (not even the bladderfish) no matter what I do. When I save it and then reload it the databank will display the bladderfish (so long as I've encountered it) but never anything else no matter what lifeforms I've found.
I tried verifying files (in Steam) and that didn't fix the problem. I also tried uninstalling the game, restarting, & reinstalling it and that didn't fix it either. I updated my drivers, but that didn't resolve the problem either. My PC is a little under two years old. It is:
Intel Core i7-770 CPU @ 3.60GHz, 3600 Mhz, 4 cores
8 GB RAM
NVIDIA GeForce GTX 1070
