Xbox: Moon Pool doesn't have rotate functions

Just a heads up. On Xbox, the Moon pool doesn't have the rotate functions like all the other building do. It only faces 1 direction and I'm not a fan of that band. XD :-p

But in all seriousness, makes base building hard in tight spaces. Please fix/add.
