The announcement means 1.04 has begun working, Flayra has no idea what he will finish. Obviously major bugs/exploits will be worked on, with some balancing been done.

I wouldn't know about any problems with ns_bast since the servers I play on usualy don't run it but the siege's designed purpose is to shot through walls, that's what it was designed for. To the very best of my knowledge sieges preform almost exactly the way Flayra wanted them to.
I think it's in Flaryas interest to improve the game as fast as possible, seeing how popular the MOD is, so he's probably working as hard as he can, to bring 1.04 to us. I'm really impressed with NS and can honestly say that I havn't played a game this much in many years... yeah though I'm not thrilled with the Linux usage performance I don't really remember a mod where the Dev Team worked this hard to get improvements out this fast. Yeah I guess DoD in the Alpha stages saw a lot of updates but seeing as the community was not nearly as large as the NS community is now when DoD first came out it wasn't as difficult.
