I don't know if anyone has posted anything like this previously, but I did some fiddling with the settings and discovered something. Although the F3 window settings STILL aren't saving properly, for whatever reason, and the in-game Options window does not have adequate (or even barely acceptable) control over detailed video settings for a "finished" game that is out of Early Access, you can work around it:

* Go into Options>Graphics
* Select the High quality preset. This will set every hidden value to as high as you can get without using the F3 settings that are not properly saved.
* Disable the things you don't want like (in my case) Bloom, Lens Dirt, AA, Dithering or whatever.

Now when you load, you can check the F3 window and see that textures are set to 4, and so on, and unlike setting them in F3 they will persist after saving, quitting and reloading. Tested several times today using the F3 window and using this method.
