Major neptune launch pad glitch

I have been adding new pieces to my base, and I apparently overstepped my hull integrity because when I came inside, my base was flooding. I didn't have lithium for reinforcements, so I went to get some. When I came back, I had to make titanium from metal salvage. But when I waved my mouse over the fabricator, it came up as "Neptune launch pad" and it wouldn't let me use the fabricator. I have nearly finished the game and the Neptune rocket was complete, without anything in it. However, when I needed to climb a ladder and couldn't, I went to the surface to check on my Neptune. It wasn't there. Then, I was warped to this http://steamcommunity.com/sharedfiles/filedetails/?id=1317631824 and now the only escape is turning off console and warping. But no matter what I do, "Neptune launch pad" will not go away. Unfortunately, I saved just after this began to happen, and reloading the save, restarting the game, and exiting steam are not working. Please help me!!!

@1ts_amazing Yours seems to be a unique bug, so unlikely to fix without starting a new save. One note though: your screenshot indicates vehicle upgrade console, not Neptune launch pad.
