Cannot repair all Cyclops breaches.

I've repaired two of the three breaches I have. The third I cannot interact with from outside or in.

First, let's make sure we're at the right place. All breaches should be reachable from outside. Make sure you're not treating the leak on the Cyclops' eye as a breach; that one is cosmetic only. If you can't find the leak, use the hologram.

The other possibility is a finicky hitbox. If you are using the tool at the right breach but it's not helping, try being further away, from above, all angles you can think of.
