File Consistency

(This should probably be in bug reports, but I want to know if its an isolated case or not)
Every server I try to connect to with 'Enforce File Consistency' enabled inevitably enforces file consistency on kn-hit-2.wav. This *HAS* to be a bug as I have even deleted this file and have it download from the server (SURELY the bloody servers files are consistent, after all it IS a high and MIGHTY server which has the right to complain about MY files on my BRAND NEW HARD DISK! which I haven't had a single problem with!). However, other people seem to be playing on the same server..which is odd to say the least.
Has anyone else had a similar problem with rogue enforcements?
<rant type="logical">
I think enforcing consistency on wav files is blatantly stupid and paranoid because I have never seen a cheat which makes you invincible by changing a few Wav files. Granted you could probably mute the ambient sound and jack up the footsteps volume...but anyone who does that is probably a fanatical raging newbie who couldn't play NS anyway. Models, yes, sound files? WHY!? All that stupid file consistency is doing is stopping people with this problem playing on some servers.
</rant>
I have recently noticed this on the Wireplay server: 62.105.80.1:27030, the Choosehosting one: 212.42.1.209:30000 and others.

HELP!
Drives me nuts, I have done everything and still can't find a reason for the failure of consistency checks. The way the system checks files must be very poorly thought out if it can fail on a file which is most definately and undoubtfully consistent.
Could an NTFS format hard disk and a connection through ICS (internet connection sharing) be the cause? I serioussly doubt it.
As far as consistency checking .wavs, it was done to make sure footstep volume wasn't changed, or to make sure people can't figure out a way to get an advantage somehow. I'd rather force consistency checking when not needed then to miss files and let people exploit the game. Most servers won't require consistency checking, but when a server does, it will check nearly every file to be absolutely sure.
is there any way that you can make it so that NS will load custom files in a different directory unless the server has the no custom files option?
In other words, instead of being denied access when you have custom models, just don't use the custom models on that server. Would be SO much nicer.
