Seriously, it only seems reasonable, considering the description of all of the above.
Air bladder. Description, quote:
"Chemical reaction produces lighter-than-air gas for fast personal buoyancy."
Bladderfish. Description mentions nothing at all about an actual air sac or anything like it. The closest there is would be:
"Semi-permeable membrane.
This lifeform is able to filter seawater into its body cavity through a unique membrane, removing and consuming organic particulate caught in the way."
Floater. Description, quote:
"A thin layer of helium is stored within the outer membrane, providing buoyancy to the floater and anything it is attached to."
As a water filter, the bladderfish makes total sense. As a mechanism for making a tool that lets you float, however, utilizing the "lighter than air" gas that a floater naturally creates seems the *VASTLY* more reasonable ingredient. Plus, it isn't as if they are too difficult to come across in the safe shallows, so it would still be an early game craftable.
