I'm not sure if this is intentional. Are the warpers only intended to become aggressive toward the player after a certain point in the game? Because right at this moment, they are pretty much 100% nonaggressive to me. The most they have done to me is yank me out of my ship a couple of times. They did not even attempt to attack me afterward.

If I swim up extremely close to one, even outside a Seamoth, it immediately warps out. If I swim *fairly* close to one, it hovers there looking at me (and screeching/mumbling), but otherwise leaves me alone.

Details of where I am in the game (and further question) are behind spoiler tags, just in case:
I have gotten the radio information up to the garbled message (the one *after* the intercepted message where the warper talks about the nine survivors). I have not located the database information about the Carar virus from the Disease Research Facility, though I have located infected fish around the world (of course) and self-scanned myself, so I know that I am infected, though as of yet my hands look just fine. That only changes *after* your visit to the base.

Does this mean that until that point in the game, the warpers are completely uninterested in you because, while you're considered infected, it's not severe? Or is this purely a bug and they'll still be uninterested at that point in time?

It'll take me a bit to get to the point where I can test out further game progression, to see if it changes anything. I have the technology; I've just never *been* down there yet (I'm too busy playing around). Will report back when I find further info. :) It may be this isn't a bug, but a feature... and if it is, I'm sure one of the golds will let us know!

EDITED: TL;DR (and non-spoiler): it's not a bug.

Spoiler below:
I worked my way down to the base and let the infection progress. The warpers are now actively aggressive toward me, where they were passive before. So it's not a bug; it's an evolution of the game's world. And a really cool one!

On the minus side, I now have violently and actively aggressive warpers where they were only noisy at me before. Oh well. ;)
