Suggestion: Allow Cyclops to charge from power transmitter

Since it sounds like the Cyclops docking feature is still a ways out, maybe as an interim "docking" solution we could have it so that power transmitters will charge a parked Cyclops.

The idea is that you park the Cyclops near your base and have a power transmitter that charges the Cyclops from the base power grid. This should only work while the Cyclops engine is off. Charge rate should be the same as a powercell charger.

    I rather have a special type of Power Transmitter for that as otherwise the Cyclops may randomly break power lines for your Seabase.

    It also would allow to compartmentalize different code functions into their own objects, counteracting spaghetti code.

    Sounds like a better option than I was proposing, a dedicated Cyclops (and possibly Exosuit and Seamoth) charging beacon would probably work better.
