Reproduce:
1. X Hostile(s) attack(s) cyclops
2. exit Cyclops
3. observe Hostile presence
Expected:
X - n Hostiles observable, where n = 0
Actual:
X - n hostiles observable, where n >= 0
Further steps:
1. Engage hostiles
2. Displace/neutralise hostiles
3. Reenter Cyclops
Expected:
Silence
Actual:
Cyclops under attack within less than 1s
Hypothesis:
A ) Hostiles reengaging were displaced
Fact: No active Hostile(s) present in 200m sphere around Cyclops.
Fact: 419ms mean time for attacks resuming after reentry.
Conclusion: Minimum speed of Displaced Hostiles exceeding ~80m/s or 288km/h (retard units: ~262ft/s or ~179mph)
B ) Hostiles reengaging were neutralised
Fact: 1 or more entities floating outside Cyclops with no observable life signs
Conclusion: Neutralised Hostiles reanimated by unknown means.
C ) Hostiles reengaging were neither displaced nor neutralised
Fact: Approximate position and state of Displaced Hostiles or Neutralised Hostiles is known.
Fact: Fact: No active Hostile(s) present in 200m sphere around Cyclops.
Fact: 419ms mean time for attacks resuming after reentry.
Conclusion: Hostile(s) attacking appeared directly next to Cyclops by unknown means.
D ) Hostiles reengaging were transported by Hostile Warper
Conclusion: Hostile Warper devised new combat tactics.
Evaluation:
Cost of averting hostile attacks...
Solution:
Extermination protocols initiated. Estimated time for Total Cleansing Achieved : ...calculation pending...
Sending request for biological agent or more effective means to reach Total Cleansing Achieved, e.g. Cyclops mounted gun---

Evaluation:
Cost of averting hostile attacks...
- by use of Cyclops Decoy System(CDS) ........... 10-15 instances of non-renewable resources / day
- by neutralisation of all hostile specimens ...... ~30-120u renewable energy / hostile specimen
Solution:
Extermination protocols initiated. Estimated time for Total Cleansing Achieved : ...calculation pending...
Sending request for biological agent or more effective means to reach Total Cleansing Achieved, e.g. Cyclops mounted gun---

Also something we the players can do is take a look at the Checkins which if you have some spare time to waste can be quite informative to browse to know the existence of some unexpected changes. For instance theres one particular entry related to your situation:
-- 47548 /main 2017-05-05 18:20:45 Scott Thunelius Made cyclops completely invincible when not inside --
It doesnt say why they make the changes but at least reading these, you know it was intentional and not a bug.
