I think that might be the most bugged feature since a while ahah,You make the little fish explode then you legit see the brown-like powder and for some reason you cant interact with

This is a recent issue. They have been updating the physical model of a lot of resources and that has caused some issues. Last week it was lead but unlike the crash powder, the model was 'blown up' to huge proportions and you also couldn't pick it up. Give it a few days and they'll sort it out. In the mean time if you need crash powder use the console commands.
