Can't Build Multiple level Multipurpose Room (MPR) on a Foundation

XB1S Freedom;
Built a foundation with 4 Solar Panels and an I-corridor NEXT to the foundation.
Went to Floating Island (FI) to scan MPR.
Returned to the Safe Shallows to build MPR on foundation.
MPR couldn't be expanded upwards.
Attached an MPR to MPR on foundation.
New MPR COULD be expanded upwards.

    On the uppermost level of an MPR structure, I was once again unable to build higher.
    Even without using a foundation. I deleted internals and was able to add another MPR.

    Always build additional vertical MPRs on top of empty MPRs. Having anything in the first room is just bucking for the build to abort. I found that out the hard way.

    I completely agree, I usually build 6 levels at once with an attached Moonpool on level 6.
    However, with the present severe limits on silver.....
