has said, the Phantom Leviathan will likely be a Reaper Leviathan in terms of AI and skeleton/movements. Which actually works quite well, since it's another leviathan-class beast with a similar body style. Here's my suggestions for some alterations to the programming for it.

-Have all of its movement speeds be around 50% of the Reaper Leviathan, so it moves at a much slower and serene rate as befits a creature of its design and locale where it would need to conserve energy. This also allows for the player to avoid it more easily in the more cramped Lost River areas.
-A smaller aggro range than the Reaper, again to allow the player to more easily avoid and slip past it, and also less chasing distance when it does spot you and goes after you.
-Different facial and mouth animations, of course, since it doesn't have mandibles. It could slowly partially open and close its mouth as it swims to show it breathing, and to attack it would quickly open its mouth wide and try to suck you in when you're close to its mouth. Instant death for the player, 50% or so damage to the Seamoth before being spat out, and only slight impact damage to the PRAWN since it's larger and more robust and can't fit into its mouth.

As for its size, I've spawned Reapers in the Lost River, specifically the Ghost Forest and Bone Fields, and they could move around freely with little problems and enough room for the player to navigate around them. With the Phantom Leviathan at half the Reaper's speed avoiding them would be a simple matter if you manage to spot them. One Phantom in each of those areas would provide enough of a challenge without being too difficult to deal with.
