Can not remove picture frame from window in mutlipurpose room

I can not remove a picture frame that is placed on a window in my multipurpose room

it also makes it so you can't build another multipurpose room directly on top of the one with the glitched picture frame
Indirectly on top below, a ladder can not be placed inside either to go from one to the other
