[BUG] Battery % in tools not always saving properly [38227]

Description:
Charge % of batteries inside tools not always saving properly.
When I tested it trying to reproduce it seemed to happen at random. In two cases I have had an almost discharged battery in my flashlight and welder, after saving the game and loading it back in the charge level would return to 100%.


Reproduction steps:
Hard to find any pattern for a laymen like myself. In most cases battery level seems to be saved properly but at times batteries with charge level below 100% would automatically go back to full charge when save is reloaded. Batteries / power cells that are placed inside vehicles seems to be unaffected by this bug in my game at least.

    I get the same bug, only started when they introduced the battery charger. I also get what seems to be a related bug, where the charge of a tool in inventory is different from the charge shown when equipped.

    Apparently charge is stored 2 places, and they can get out of sync with each other.

    I've had this happen before, but I secretly enjoy that my batteries have magically restored to 100%. One thing that does bother me though is if I have batteries charging from empty tools in a charger and then save/quit the game. The next time I load my savefile the empty tools suddenly have batteries at 100% power, but the originals are still in the charger! Free power is one thing but free batteries are a hassle to me, since I usually have to erase them from existence by deconstructing them in a locker.
