Sep 22 2016 non experimental: Seamoth pen has battery charging issues

I took a subnautica break and recently came back to the Sep 22 non experimental release. I noticed that the seamoth pen is charging the seamoth in huge chunks, draining huge chunks (~50 power per second), and of course completely swamping the base power. What is worse is that there is no check for base power levels when this happens, so the game gets stuck in a horribly annoying loop of power off / power on with all the voice warnings. It's so bad I have to keep undocking the seamoth and let the base recharge so I can conduct my normal operations in peace.
I'm not sure what the solution is, but I do know other power drains are smarter about how they interact with the base power.
I disagree in general with any system that drains the base power below 10 points. There should be a check for any power draining entity that it doesn't pull power if the base is close to 0, so we can have oxygen and basic operations at all times.
