[BUG] Fabricator Slow-down; version 38227; Log and video available

This is a redo of my Sept 30 post on the Fabricator Slow-down I'm experience. Hopefully I have things in the correct format now.

This is in the Survival Mode. Fabricator now takes a full 10 minutes to complete any crafting.
The base has 650 units of power, a Moonpool, a distiller, and two battry chargers. The power display rarely drops below 625 or so... it would seem threre is adequate power.

This behaviour began after completing the Aurora radiaton leaks. I had been playing about 80 hours and everything was behaving properly. When I returned to the base to cook fish, the Fabricator was now taking 10 minutes. Also the Medication Kit Fabricator doesn't respond at all. I'm susptecting the two fabricators run on the same clock, and the MedFabricator's default time is 30 minutes - so with the slow-down it could take hours to be ready again.
The Fabricators at LifePod5 and my first seabase just below it work properly.

In this base I have deconstructed the Fabricator and placed in in different locations; Corridors as well as a new Multi-Purpose room. Still the same results.
Next I bult a multipurose room nearby and only had one solar power panel, and a new Fabricator was installed. The slow-down was the same - 10 minutes to craft any item.

I also tried the Console Command "Speed x" - starting with 1 - which made no difference. Then I set "SPEED 10" - and the Seamoth icon started flashing VERY fast - and the Fabricater did finished quickly. Setting it back to 1 - and the 10 minute craft-time returns.
I'm hoping there is a local file that has gotten damaged that could be hand-edited to restore the Fabricators to the correct timebase.
