[BUG] Error-Mess when trying to give Feedback (F8)

Situation:
When i'm playing, my Steam is in Offline-Mode and the Web is closed. I only open my Internet when it is needet.
After opening my Internet and pressing >F8< to give Feedback, a Popup tells me "something is broken. Are you connected to the Interweb? If you are and still get this error, tell us about this on the Forums."
So, here we are.
Maybe you check the connection to the Web at Gamestart and not when it's needet ... or you ask Steam about a existing connection ?
