If you are playing an "updated, pre-patch" save, this is more than likely the cause of many of your issues.
It's a bummer, but starting over is the best solution. The multi-purpose room and other habitat items now have to be found and scanned. The texture resolution is lower in this update and if you have tools or other items that aren't working, you need to do one of the following: (A) start a new game, or (B) delete the game and all save data from your Xbox and reinstall.
If you don't like losing your progress from starting over, there is a developer option menu that can be accessed via LB + RB + Menu (start) button combination. In this menu you can spawn items such as the cyclops, seamoth, and other things. You can also press LB + RB + A, to access a dev console where you can input commands to spawn anything into the game you want. Check out the Subnautica Wikia for a list of theee commands.
I hope this can answer and resolve many of the Patch 3 issues you may be experiencing.
