[Bug][Minor] Sounds from inside seabase are very loud outside seabase [Build 36110]

Version: Build 36110, Windows 10

Description:
Sounds generated inside a seabase (such as power cell chargers) are just as loud outside the base in the water as they are inside the base. This is mildly disconcerting, it would be nice if it was dampened or not audible at all.

Reproduction steps:
1) Build a seabase with a power cell charger
2) Put a power cell in the charger and charge it
3) Go outside your seabase and listen

I've had the same thing happen, I recommend the charge sound being removed from the game.
