[Build 34431] BUG: Error reporting does not work when not launching through steam

Description: Upon launching Subnautica through the Subnautica.exe file instead of through the Steam app, Subnautica's "Give Feedback" system gives a connection error.

Priority: Low-Medium

Steps to reproduce:
  1. Launch Subnautica through "Subnautica.exe" in the Steam Subnautica folder.
  2. Attempt to press F8 or use the "Give Feedback" option in the ESC menu.
