Fragments not dropping to completed

Not sure what I am missing or if I hit a bug but I can't seem to get all the parts to the Cyclops and don't know what I am missing. Pictures in the links are of the Cyclops hull showing 3 of the 3 requirements have been met and the other is of the Bridge and Engine being met but dropped down to the completed fragments section

Ive restarted and noticed in a new game that the old stuck blueprints are in my inventory, even in a fresh new game. I have to delete the save file from a level up within Xbox. Seems repeatable.
