Large Aquarium

I built a 2 story large Aquarium, and I just tried to do it again. Pretty much identical, yet I am getting the red version instead of the green. ( unable to place it down ) but if I am able to do it on the room above. What is the reason for this?

Edit: Moved the room ever so slightly and it now works. Not sure why it did not at it's original location.
