Never had the occasion to try, But i would myself just,
-rcon sv_password xxx (lock the servers("sv_passsword none" to remove the password)) -rcon map ns_xxxxx (should kick all players and change the map. Changelevel just changes map without removeing the players) -rcon mp_tournamentmode 1
As I said, I've never had an occasion to run a scrim in NS yet. So I cant say if anything else is required. All depends on what you want after all. But from what I remeber the readme said, the mp_tournamentmode cvar should take care of setting FF to on and locking the teams so late commers can't join(reduntant if servers locked like any scrim match would be. And would really cause some problems if you had a member or 2 drop out durrring the match and need to replace them with others. Given the length of time some games would last, I think this is a silly feature for a tourny mode to enable.) etc. You would have to experiment to see, But you might only want to set the mp_tournamentmode to on after everyones joined a team. Personally, I'm not sure if I would use that cvar at all. Esp. with that late join setting, see it causeing nothing but problems in matches, scrims. You might find its more sensible to go through the different cvars, and make yourself a client/server side cfg to set all the different tourny mode settings you want turned on, yourself. Perphaps an admin whos had the occasion to run a scrim might be better able to help?

mp_tournamentmode - Set this to 1 for a tournament mode. Tournament mode doesn't allow late-joining, doesn't allow commander ejecting, enables friendly-fire, and more. Use this for organized matches only. Set to 0 for public servers and your average LAN game.
Also lists some other cvars that you might be interested in useing for scrims.
