No Seamoth Fragments

I am playing in the most recent stable build, and have only experienced minor bugs so far, except for one bug that practically breaks the game for me. I can't find Seamoth fragments anywhere. I have explored the wrecks, and gone very close to the Aurora to explore wrecks there. I have used the cutter to cut through the doors there, and I can't find fragments anywhere. I've found many other fragments, including Cyclops fragments, but I have not found a single Seamoth fragment. I have put in ~4 hours worth of game time searching for even one fragment, but I can't find them anywhere. Do I need to restart my game?

I found some, but I had to go to a grassy plateau that was pretty far away. The close one didn't have any.
