Serious stutter when entering new zone

Hello guys I just bought this amazing game 2-3 days ago and finally had the chance to try it out but I got pretty disapointed by the results of it 
I know the game is in early access for now but from what I looked up on youtube people with same gpu and ram as me - gtx 960, 8gb ram and worse cpu than me (fx6300) - I have i5 4460 ran the game waaay smoothly on about 40-60 fps average without any stutters etc. The problem I have is that whenever I get close to new part of the ocean it lags insanely and drops my fps down to 1-5 for a second or two that I can actually see some parts of the texture as a light blue for a second until all the colours and animations load and its very irritating to be honest. I tried all graphic settings and it gets muuuuch worse when I put on the maximum settings I will get insane stutter fps will be stuck on 5-20 not more. Is there any solutions/suggestions for fixes ? I can record a video if needed too.

I have i5 4440, R9 280 3GB and 8GB RAM.
