Can you give shoal of fish the ability to merge and split? Then when predators or the player nears, the shoal could split in two directions. If more shoal are near, 2 shoals could merge if they get too close together. Dynamic behaviour could lead to supershoals until they split back to normal over time.
Then fish of a shoal type could seek shelter in a shoal when hunted. A boomerang hunted by the player could disappear into the shoal (physical disappearance and the shoal number gets increased +1). An unobserved shoal could respawn a fish (reducing its internal count -1).
If a predator runs at great speed through a shoal, there is a probability that the shoal splits and a probability that a single fish exits the shoal for some time. Each shoal of a type and size has a number and tries to stay with that number. It "catches" fish of its type when under that number and "releases" fish of its type when over that number. The shoal is no container and acts like a black hole of information loss. Only the shoal number is important.
Finally the shoals of certain types could have different abilities in splitting, speed, maneuvers and appearances to make them more interesting between each other and maybe reflecting the nature of the base fish type. The boomerang shoal would be more flexible, while the hoopfish shoal maybe a bit faster.
