When round ends, for a winning team let S = third quartile team score, for a tying team let S = second quartile team score, and for a losing team let S = first quartile team score.
Then for all players let C = (time spent in chair or hive / round length) and credit each player with a bonus commander score equal to p*C*S where p is some free parameter that effectively right now is 0 but could instead be something 0.8 or 0.9 or 1.0 depending on how much credit you want to give to commanders.
