[BUG]/PSA: Seamoth lights on/off state is not saved and must be manually turned off after each load

First noticed in experimental build 26971.

Now that the SeaMoth lights consume power at all times while turned, it is important to turn them off when you park it or you're likely to return to it after a period of inactivity, only to find the power cell drained. The problem is that the on/off state of the lights is not saved when you save your game, meaning that you need to remember to hop into your Seamoth (or moths, though if you have more than one they are probably in moon pools) and turn them off after each game loading.
