Offline NS2 when?

Hi there, just wondering when we're getting offline mode for NS2, For Lans and for non-steam connection periods?
I don't want to have to keep resorting to cracked NS2, other modders have asked me about this and i was wondering if there's an easier way to do it without hex editing the .exe to bypass it?
What if someone wants a coop mod, single player mod or just to develop mods offline? there are streching or periods of time where some of us have no internet and would love to play around with modding tools and test it all out.
