Graphics issue

This is a weird. First let me describe a normal playthrough. I load the game and I can play it at the highest settings available with no major drops in Frame rate. I have a Sapphire R9-290 8Gb graphics card. I can play the game for 4 or 5 hours and the visual temp indicator (the Sapphire logo) on the side of my card will turn yellow which is normal. Now for the weird stuff sometimes when I load the game it's like it doesn't utilize my card full potential and the frame rates are terrible I can play like this for hours as well but my card will not heat up and turn yellow. This only happens in this game I have multiple AAA titles that are graphics intensive. Batman Arkham Knight, the Witcher 3, Assassin's Creed Unity, Far Cry4Cry 4. And i can't duplicate this issue in any other game. I hope this made since this issue happens about 3 out of 5 loads will load wrong

Ok an update if i load an new game the game loads fine at max graphics and plays wonderful. however when i load a saved game it lags and when i monitor my gpu with gpu-Z on a new game it shows a load on my gpu and i get a temp rise everything is great now when I load a Save. Gpu-z shows no load on my gpu and i get no temp rise no I can play the game it just lags really bad. I have never seen this before

Please post separate logs of:
a) starting up a brand new game, playing for a few seconds, and
b) loading the existing save game
