I think he is thinking more like a catwalk type thing that attaches to the outside of the base compartments. These would also allow for the placement of a bulkhead door so we can walk in/out of the base instead of teleport through a hatch.
I like this idea, and we could expand on it. A balcony could be a stand alone area mounted to any outside door above water level, but we could also have a catwalk with railing that could connect to it or be fitted to foundations or outside doors / hatches. These would need corner pieces, straight pieces and curved pieces to fit the round rooms (or make it so adjacent balconies connect).
There is a lot more we could do with it, but this is a nice beginning.
Have 1 type for each compartment type.
With rail (like regular compartments) = straight, curved, large round (like the room), small round (like the observatory)
Without rail (like glass compartments) = straight, curved, large round (like the room), small round (like the observatory)
Then have a surface version of the moon pool so it has no roof and no walls just a rail and the floor.
