They need the core areas finished, creature patterns smoothed over, most of the tools 100% completed, and plenty of secrets to find and drive the story.
The in-game menu structure has to get finished....and hopefully soon
No Video settings menu. (toggles for bloom, particles, shadows, reflections, etc)
No Keyboard and Mouse menu. (input movement and action key binds)
No Audio menu. (sound and music volume and mute adjustments)
No return to Main Menu function. (need to quit every time you want to load a save)
Ability to title your save games. (should have this for better identification like many games)
Devs have a lot of things in the works. But once everything in the core of the game and gameplay is in place. I'm sure then the Beta should be out. Then they can polish and do the small improvements.
UWE has kept their own unofficial feature requirement list for releases here and here. Note that they keep adding to the list, so it isn't final (yet).

Most game devs get this wrong. They ignore that gameplay on a machine can be shared by friends and family members due to social aspects, unless of course the devs plan multiplayer right from begin. Therefore game saves need a character slot/folder where all saves of the character are stored. Some devs allow character save game management. But sadly a lot of devs simply use save game titles or even worse only auto-title save games, mixing all save games of different characters.
