Nuclear Reactor, BioReactor, Thermal Plant

I can't see the recipes for these three power plants. When I look at the Power menu of my builder tool, it only shows solar panel and the pylon thing. Do I need fragments to unlock these? Or do I need to pick up uranium/tree mushroom/thermometer for the recipes to show up?

you need fragments to make them, I can't quite remember where they are found.. I think one is in the great reef

They are all in the grand reef, some are in the deeper parts.
