Missions

Traditional missions set the player with a task, usually from an NPC, with a specific goal in mind - that's not what I'm talking about here.

I'm thinking more something along the lines of:
- player sees certain species needs help surviving
- player must to decide if they care
- and then figure out how to help
- and then spend time doing it
- with some expected reward (could be anywhere from simple satisfaction to being able to research some new tech)
- but maybe some other (negative) side-effects as well.

Although it would be desirable to see these "missions" be emergent based on the changing game, a simple alternative would be to come up with them and semi-randomly create them as the game creates.
